In response, simulations have been proposed to enable people to learn for themselves about this complex and politically charged topic. Here we assess the impact of a widely-used simulation, World Climate, which combines a socially and emotionally engaging role-play with interactive exploration of climate change science through the CROADS climate simulation model. Participants take on the roles of delegates to the UN climate negotiations and are challenged to create an agreement that meets international climate goals."artículo de publicación periódica.listelement.badge Knowledge gaps and climate adaptation policy: a comparative analysis of six Latin American countries(2019-11) Ryan, Daniel; Bustos, Eduardo"This article identifies and analyzes some of the main knowledge gaps that affect the development of climate adaptation policies in the Latin American context. It is based on a comparative analysis of online survey results conducted among government officials working on climate adaptation in six countries of the region: Argentina, Brazil, Chile, Costa Rica, Paraguay and Uruguay. The article addresses four key issues. First, it identifies some of the critical knowledge deficits (missing or incomplete information) that affect climate adaptation policy making and implementation. Second, it addresses the obstacles and difficulties facing collaborative processes of knowledge production (co-production) between scientists and public policy actors. Third, it analyzes factors affecting knowledge uptake and use by policymakers. Finally, it identifies some of the main knowledge deficits specifically affecting the monitoring and assessment of climate adaptation policies and measures. Overall, the article provides a diagnosis of the main knowledge gaps facing climate adaptation policy in the Latin American countries studied. En segundo término, qué factores inciden en el nivel de politización de la agenda climática en América Latina. Finalmente, cuáles son las consecuencias de un mayor o menor nivel de politización. Es importante aclarar que esté no es un artículo de investigación que presenta los resultados de un estudio original. Más bien es un ensayo, que plantea y analiza ciertos ejes claves de la relación entre partidos políticos y cambio climático en el contexto latinoamericano a partir de una revisión de la literatura comparada existente sobre el tema."artículo de publicación periódica.listelement.badge The politics of climate policy innovation: the case of the Argentine carbon tax(2021-03) Ryan, Daniel; Micozzi, Mariana"This contribution analyzes the policymaking process of the carbon tax in Argentina based on the multiple streams approach (MSA). The study shows how policy entrepreneurs took advantage of a general tax reform bill to promote the idea of a carbon tax. Mainly driven by international emulation and reputational gains concerns, the carbon tax proposal successfully advanced through the government´s internal drafting process of the Tax Reform Bill, however, it faced strong opposition during the legislative decision-making process, which resulted in the adoption of a weaker carbon tax. From a climate politics perspective, the Argentine carbon tax case suggests the political limitations of an overreliance on international reputation arguments to advance climate policy innovation. In relation to the MSA, the study highlights how policy windows can shape processes of policy innovation and the analytical convenience of differentiating the coupling processes between the agenda-setting and decision-making stages."
