Abstract
"Este informe identifica y analiza algunas de las principales brechas de conocimiento que afectan la formulación e implementación de la política de adaptación al cambio climático en Argentina. En primer lugar, se identifican vacíos de información críticos. Los resultados del trabajo señalan que hay déficits de conocimiento muy significativos sobre las dimensiones sociales, económicas y ambientales de la adaptación como así también sobre aspectos vinculados al diseño de políticas (efectividad de medidas de adaptación, costos y beneficios de diferentes opciones, etc.). En segundo término, se analizan los modos de producción del conocimiento. El Informe revela que hay un fuerte
déficit en la definición de las necesidades o prioridades de conocimiento en forma colaborativa entre los actores del mundo científico y de la política pública como así también un bajo nivel de institucionalización de procesos y espacios que faciliten la interacción y articulación entre estos actores. Finalmente, el Informe identifica y analiza diversos factores que afectan la apropiación y el uso del conocimiento disponible sobre cambio climático por parte de los decisores públicos.
Los resultados de este trabajo de diagnóstico son un insumo para una agenda de investigación y acción sobre las formas y modos de fortalecer la interacción entre ciencia y política sobre adaptación en el contexto argentino."
"This report identifies and analyzes some of the main knowledge gaps that affect the development and implementation of climate adaptation policy in Argentina. It addresses three key issues. First, it identifies some of the main critical information gaps. The report results indicate that there are very significant knowledge deficits about the social, economic and environmental dimensions of adaptation as well as in relation to the design of adaptation policy (i.e., effectiveness of adaptation measures, costs and benefits of different adaptation options, etc.). Second, it analyses modes of knowledge production between scientific-academic actors and government officials. The reports reveals that there is a strong deficit in the definition of knowledge needs and priorities in a collaborative way between research and policy actors; furthermore, it also indicates that there is a low level of institutionalization of processes and mechanisms facilitating the interaction and articulation between these actors. Finally, it analyzes factors that affect the appropriation and use of available knowledge about climate change by public decisionmakers. The results of the diagnostic report are an input to a research and action agenda aiming to strength the interaction between science and policy on climate adaptation in the Argentine context."
