"Para darles solución a los problemas de tránsito vehicular es necesario cambiar el paradigma del transporte sin recurrir a soluciones simplistas y poco efectivas como apmpliar la infraestructura vial. Ésta solo será una solución transitoria, ya que a largo plazo incentivará el aumento del volumen de vehículos particulares que transitan por la ciudad, saturando nuevamente la capacidad vial."
