Abstract
This study analyzes the innovation-based entrepreneurship ecosystem in the city of Tandil, aiming to understand the linkages among the city’s key stakeholders. Drawing on economic and innovation ecosystem models, the research employs the TE-SER framework to map actors, roles, and values within the local ecosystem, as well as its
collaborative capacity. The study traces Tandil’s evolution as an innovation environment, highlighting the pivotal role of interaction between academic institutions, businesses, government agencies, and civil society actors. Findings indicate that the high degree of collaboration among the public, private, and academic sectors
has been a decisive factor in consolidating the local innovation ecosystem. The Collaboration Index reached 7.47—one of the highest scores obtained through the TE-SER methodology not only in Argentina but also across Latin America. Identified strengths include the presence of universities and support institutions, while key challenges relate to the need to diversify funding sources and foster greater integration with global markets. Based on the conducted analysis, the study proposes strategies to strengthen Tandil’s innovation ecosystem, including the development of data informed public policies, the creation of learning and collaboration spaces, and the promotion of initiatives that enhance synergy among stakeholders. This research provides relevant empirical evidence to inform the design of data-driven local development policies.
