SYSTEMS THINKING AND COLLABORATION IN PUBLIC POLICY: TOWARD A COLLABORATIVE MODEL

Abstract
This research proposes adapting the TE-SER model—originally developed to describe entrepreneurial ecosystems—to map institutional dynamics in urban public policy. Faced with the complexity of urban governance, particularly in Latin America, the study aims to redefine institutional roles, identify key actors, and visualize decision-making flows using a systems thinking approach. The adapted model integrates theories of collaborative and polycentric governance with participatory tools like CityScope. Although still in early stages, the project anticipates generating a replicable methodology for ecosystem mapping and strategic institutional design. This approach seeks to strengthen state capacity for adaptive planning and evidence-based policy-making in increasingly complex urban environments.
