Analysis of Actors and Coalitions in the Argentine Position on the Global Plastic Treaty

Abstract
This article analyzes the actors that participated in the domestic process of formulating Argentina’s position on the global plastic treaty and how their interests and perspectives are reflected in that position. The period analyzed covers from the convening of the international negotiation in March 2022 to the fourth negotiation meeting in April 2024. Based on the conceptual framework of the advocacy coalitions approach, three coalitions of actors are identified: a dominant coalition formed by different governmental and plastics industry actors and two minority coalitions. These coalitions differ in terms of their priority policy objectives, in how they conceptualize the plastic pollution problem, and in their preferences regarding the scope of the international agreement. The analysis shows that the Argentine position primarily reflects the views and preferences of the dominant coalition.
