Abstract
This study analyzes Argentina’s National Spatial Data Infrastructure (NSDI) initiative, driven by IDERA a community of practice, through a system thinking approach. Using Soft Systems Methodology, it explores organizational and institutional barriers preventing its formal adoption as national policy. The research involved participatory processes, interviews, and systemic modeling to assess IDERA’s capabilities and stakeholder dynamics. Findings led to a revised strategic model positioning NSDI as a key driver of technological sovereignty and public policy. The study highlights the importance of institutionalizing geospatial data as a public good and proposes a framework to support innovation, transparency, and sustainable development
